Reallocations may only be accessed by the FCC Administrator and the Reimbursement Manager.
One individual, either the FCC Administrator or the Reimbursement Manager will initiate the reallocation. A second different individual, either the FCC Administrator or the Reimbursement Manager will approve the reallocation.
