Entities

Entities may only be accessed by the FCC Administrator and the Reimbursement Manager.

An entity is an organization selected by the FCC to manage the NDBEDP in a specific state or territory. Each entity is responsible for determining consumer eligibility, completing communication assessments, providing equipment, installing and configuring equipment, training consumers, conducting outreach, submitting reimbursement claims, and meeting program reporting and audit requirements.

The FCC certifies one entity for each state or territory for a five-year term, although one organization may manage the program in more than one jurisdiction. Only one active entity can manage the program for a state or territory at a time.

To remain certified, an entity must demonstrate experience serving individuals who are deaf-blind, follow NDBEDP requirements, avoid conflicts of interest, and use program funds appropriately to provide eligible consumers with equipment and related services.

When the FCC certifies a new entity, the Reimbursement Manager creates the entity in the system. Only the Reimbursement Manager has permission to create and manage entity records.
