Consumers are the individuals who receive equipment and related services. To participate in the program, consumers must meet the FCC's eligibility requirements by showing they are deaf-blind, as defined by the program, and that their income meets the program's eligibility guidelines. A consumer record can be created before eligibility has been confirmed, allowing the intake and assessment process to begin. Once eligibility is verified, the consumer receives a communication assessment to determine the equipment and services that best meet their needs. A consumer can only be associated with one state or territory program at a time. If needed, the consumer can be transferred from one state or territory program to another.
